In 2025, Transport for London (TfL) quietly removed the Pandrol Vanguard (PV) noise-dampening pads from the Central Line track between Holland Park and Notting Hill Gate. There was no public notice, no consultation with residents and no replacement mitigation installed.
Since then, residents across the Notting Hill Gate area have been forced to endure the consequences: a constant rumble vibrating through their homes at all hours. The disruption has led to broken sleep, and homes that are becoming increasingly difficult to live in.
The pads were installed in 2018 for a reason. They worked. TfL took them out anyway - and, by its own admission, the permanent replacement now planned will perform worse than what was removed. This is not acceptable.
What we are calling for.
We call on the Mayor of London, Sadiq Khan, and TfL to:
- Reinstate the Pandrol Vanguard pads - or an equivalent solution that matches or exceeds their above-ground noise reduction - between Holland Park and Notting Hill Gate.
- Bring the long-term track works forward from November 2026 to August 2026. Residents cannot endure another winter of this.
- Deliver immediate interim relief. This could include overnight speed restrictions across the affected section, rail grinding and oiling and any other measures that can offer short-term relief.
